First 4 Safety Ltd.’s consultants are accredited trainers able to deliver the NZ Transport Agency’s KCTL Training programme. KCTL is a specialised qualification for mobile operations in the refuse and recycling industry, aimed at giving drivers and their teams guidance on working safely on the road.
A mobile operation is an activity or work carried out within the road reserve that is not contained within a fixed worksite. The vehicle(s) associated with the activity travel along the road in the direction of the traffic flow, usually at a slower speed or in a different manner, to normal traffic flow on the road.
Kerbside collections as mobile operations

They can be:
- Household rubbish collections (Bags or bins)
Recycle collections (loose or comingled, bins or crates)
Organic waste and Garden waste
Inorganic collections
Town centre waste bins
A PCBU must ensure, so far as is reasonably practicable, that every worker who carries out work of any kind, has adequate knowledge and experience and is adequately trained in the safe use of all plant, objects, substances, or equipment that the worker is or may be required to use or handle.
